With a career in public service and until January of 2015, Steven R. Levine served as the Senior Director of Labor Law Compliance at the New York City School Construction Authority (SCA) where he was employed from the time that the SCA opened its doors in 1989. The SCA was created by the State legislature as a New York State public benefit corporation charged with building and modernizing New York City’s public school infrastructure.
Steve is a Certified Fraud Examiner (CFE) and is Past Chairman of the Board, Past President and current board member of the New York City Chapter and a current board member and past Vice-President of the Long Island Chapter of the Association of Certified Fraud Examiners. He also is an officer and serves on the Executive Board of the Society of Professional Investigators. While Mr. Levine first served the School Construction Authority as Manager of Labor Relations, Steve headed the SCA’s Labor Law Compliance effort since the early 1990’s. In this position, he was responsible for prevailing wage and benefit fund compliance, apprenticeship training requirements, the labor requirements of the SCA’s Project Labor Agreements and for the development of dozens of new programs designed to achieve a greater level of compliance with SCA contractual requirements.
As Senior Director of the SCA’s Labor Law Compliance Division, Mr. Levine worked with the SCA’s Office of the Inspector General, the New York City borough District Attorneys, the New York City Comptroller’s Office, the New York State Attorney General’s Office, the New York State Department of Labor, the United States Attorney’s office and other law enforcement offices. Steve has been qualified as an expert witness with respect to prevailing wage administration and lectures nationally. He presents annually at the National Labor and Management Conference, has presented several times at Interstate Labor Standards Association conferences, and has presented countless other seminars and workshops on the subjects of mediation, arbitration, prevailing wage compliance, and fraud.
Immediately prior to joining the SCA, Mr. Levine served full-time as State Labor Mediator, Arbitrator and Administrative Law Judge with the New York State Mediation Board, now known as the New York State Employment Relations Board. In that position, he personally handled hundreds of high-visibility mediations and arbitrations in fields including manufacturing, the building and construction trades, the hotel restaurant and service trades, the automobile industry, education, and healthcare.
Steve Levine is also faculty at the Harry Van Arsdale, Jr., Center for Labor Studies, Empire State College, S.U.N.Y., where for more than a decade he has taught four-credit courses related to labor law, strategic planning, ethics and sociology. He has also taught courses on ethics at other institutions, volunteers his service as president of a senior housing foundation and serves as an executive officer and/or member of several other civic, youth, and religious organizations.
